Officials say their investigation has identified “many possible sources.”
Villagers have launched a petition calling for further questioning as the council abandons the hunt to find the source of the mysterious sound.
Holmfield residents say the noise, dubbed “Holmfield Hum”, is hurting their health.
“It’s causing problems for people like lack of sleep, headaches and pressure on the front of the head, blurred brain, sore ears, stress and anxiety that cause me to have shingles.” Yvonne Connor, who initiated the petition, told the BBC’s Local Democracy Reporting Service.
“Residents have been unable to rest in their homes for almost a year. The noise continues day and night.”
Calderdale Councilor Scott Patient insisted at a recent cabinet meeting that an investigation was under way.
He said the council had released some sources of noise and was working with local authorities to resolve the issue.
The “Stop the Holm Field We” petition has so far received more than 450 signatures. It was set up about eight months ago, but Ms Connor says the noise started almost two years ago.
“Councils need to measure low frequency noise inside and out. [industrial] Detecting the source through a triangle from the row of buildings and microphones, which will actually identify the exact source of the noise, “Ms. Connor wrote in the application.
He added: “Then hopefully the problems can be dealt with and the residents, including me, will not be harassed on a daily basis and the only solution is not to move them home.
“This issue needs to be addressed so that people can live peacefully in their own homes.”
“I can hear the noise from my house, and it’s been a long time,” said another resident.
Another woman wrote, “Signed by my mother who lives in the area who is affected.”
